Is this worth going to if my kid isn't into Japanese culture?

Yes. It's not a lecture or museum thing, it's a street festival with drums, sword demonstrations, food stalls, and hands-on workshops like origami. Kids who don't know anything about Japan will still be entertained by the live performances and the chance to make stuff. The Bon Odori dance at the end is the kind of thing that gets kids moving without them realizing they're learning something.

How long should we plan to stay?

Two to three hours is enough to catch a couple of performances, do a workshop, and grab food. It's drop-in, so you can show up whenever and leave whenever.
